Waste Management has an exciting opportunity for an experienced Rail Operations Manager to manage the operations and functions of the railcar waste transfer and container fleet from the Greater Mid Atlantic (NJ, NYC, PA, DE) into other market areas including New England through Virginia.
I. Job Summary
Manages the day to day operations and functions associated with the railcar and waste container fleet for the Greater Mid Atlantic area and beyond, extending into rail-served landfills and transfer stations from New England to Virginia. Focus on on-time scheduling, maintenance and repair, productivity, cost control and most importantly, safety, are constant objectives in this role. Travel will be 25% to 30%.
II. Essential Duties and Responsibilities
To perform this job successfully, an individual must be able to perform the essential duties outlined below satisfactorily. Other minor duties may be assigned.
Ensures that inbound and outbound train activity and WM operations work in harmony to maintain sufficient time to upload containers, meet railcar release schedules and minimize the amount of unproductive track time. Responsible for coordinating car movements for and between Elizabeth Rail Operation, Harlem River Yard, Brooklyn and Queens rail operations. Conducts fleet evaluations/inspections ensuring maintenance standards are met and in compliance with internal WM and Regulatory standards. Determines priorities of repairs, reviews parts and services costs to ensure vendor compliance with contracts and established pricing. Responsible for working with all railroads to correct service related issues Responsible for rail equipment tracking and reporting. (Sensitivity Analysis, Dashboard creation and trending reports) Responsible for directing enough cars to each location to insure adequate service levels, utilizing the entire WM fleet. Work with the logistics team daily and be the single point of contact for all railroads regarding all operational issues. Will also communicate to all Waste Management districts that are associated with rail operations. Work closely with WM Rail Fleet maintenance department to insure all bad ordered cars are placed back into service timely Works closely with NY/NJ/VA Rail Management to identify additional cost reduction opportunities. Involved in the budgeting process and financial reviews Other duties as required

A. Education and Experience
Education: High School Diploma or GED (accredited). Bachelor's degree (accredited) strongly preferred Experience: Five years of prior work experience. Seven years of relevant work experience in addition to education requirement strongly preferred
B. Certificates, Licenses, Registrations or Other Requirements
Current Valid Drivers license
C. Other Knowledge, Skills or Abilities Required
Significant railroad transportation management experience. Project Management experience the ability to develop a strategy and transportation solution, and then manage it from inception to execution. Strong ability to identify and analyze trends, and clearly communicate it to Senior Management. Adept at Microsoft Office Suite
